Stocks are higher in the second half of the trading day on Thursday, marking another good day after a 6-week losing streak.
The small-cap Russell 2000, however, is down 0.9%.
"It's an odd market," said Peter Tuchman, trader at the New York Stock Exchange, on CNN Business' Markets Now live show with Richard Quest.
"But we're only one tweet away from up 1,000 points or down 1,000 points," he said.
The threatened tariffs on Mexico is a new wild card, he said. With all these moving parts, including the market expectation of an Federal Reserve interest rate cut in the near term, we're in a wait-and-see mode, Tuchman said.
